Russian ‘peacekeeping’ operations in the CIS region during the 1990s

This section identifies Russia’s motivations for using military force in its ‘near abroad’ throughout the 1990s. Tracing possible patterns in Moscow’s reasons for intervening there in the past enables a more contextualized understanding of the annexation of Crimea in 2014 and of its possible implications. The section shows that in all cases of Russian military operations in the region during the first decade of the post-Soviet era, the decision to use force was determined by a confluence of factors. Although the country’s imperial legacy and status concerns have certainly played a role, chance and contingency, strategic interests and insecurity have also been important. Russia’s views on its interests and position in the CIS region became more clearly articulated throughout the 1990s. However, there is no evidence of a sudden ‘revanchism’ or the intention to use military force purely for the expansion of territory.
